Enrolment of Corporate Representatives

City of Melbourne Act 2001, Section 9C(1) 

This form is to appoint corporate representatives as enrolled voters for Melbourne City Council elections, where the corporation is the sole owner or sole occupier of rateable property in the City of Melbourne.

Corporation includes – 

(a) any body corporate that was formed or incorporated within or outside Victoria; and 

(b) any incorporated association as described by the Associations Incorporation Reform Act 2012. It does not include a Council or any other body incorporated or formed under the Local Government Act 2020, a public statutory corporation established by the laws of Victoria, any other state or territory in Australia, or by the Commonwealth.

A corporation can only appoint two representatives, regardless of how many properties it owns or occupies in the City of Melbourne, whether solely or jointly.

Sole occupancy means where part or all of a property is occupied (leased) in the name of a single corporation. 

A corporate representative must be:

  • a director, company secretary, or member of the governing body or secretary of an incorporated association

  • 18 years old, or will turn 18 on or before the next Melbourne City Council elections day 

  • not already entitled to vote in Melbourne City Council elections (this includes people enrolled as residents, owners, occupiers or appointees of other corporations)

Voting in Melbourne City Council elections is compulsory for every enrolled voter.


Please note: 

  1. For this application to be effective we must receive it before the roll closes for the next Melbourne City Council elections. 

  2. This form must also be signed by the people being appointed as corporate voting representatives (the 'appointees'). Corporate representatives must be a director or company secretary, or a member of the governing body or secretary of an incorporated association. 

  3. If one new corporate representative is being appointed to replace an existing representative, the appointment of the existing representative must be revoked (see Section 3 of this form). If the existing representative whose appointment is being revoked is not identified in Section 3, the Chief Executive Officer must refuse to enrol the new appointee. Section 3 must be completed and signed by a person authorised by the corporation to revoke appointments on its behalf. 

  4. If two representatives are appointed, all previous appointments will be automatically replaced. 

  5. If a corporation does not have any valid representatives, or only has one representative by the close of the roll for a Melbourne City Council elections, the Chief Executive Officer must enrol as representative/s of the corporation the company officer/s as described in Section 9D of the City of Melbourne Act 2001.

  6. To be an occupier a corporation must have an ongoing and exclusive right of use of an area. 

  7. If the corporation owns or occupies the property jointly with other people or corporations, this form is not applicable.Please refer to Form B - Enrolment of Joint Owners or Joint Occupiers Representatives.


Privacy statement : Information provided on this form is collected for the purposes of compiling the voters’ roll and conducting council elections. The voters’ roll will only show the address of the property owned/occupied by the corporation along with the appointed voters’ names and postal addresses. It will not show any other details about the corporation or its appointed voters. Voters’ rolls will not include dates of birth. If provided, email and mobile contact information may be utilised regarding processing this application and for the purpose of delivering notifications and voting reminders for elections. Voters’ rolls are only available for purposes connected with council elections, to enable the council to communicate with voters in regard to council functions or for a public interest purpose approved by the Victorian Information Commissioner. Sections 11F and 11G of the City of Melbourne Act 2001 require that the certified voters’ roll be available for public inspection until one month after elections day. Candidates may use copies of the voters’ roll for elections purposes only.

Section 3 - Revoke previous appointment

(Only complete this section if a new corporate representative is replacing a previously appointed corporate representative)

Section 4 - Declaration by appointee/s

Please note: 

You will need to provide an email address below for both appointees nominated.

Upon submission, an email will be sent to Appointee 1 with a link to complete their contact details in Form A.

Once they have submitted, Appointee 2 will receive an email with a link to complete their contact details in Form A.

This application is open for two (2) weeks from initial submission, after which time the application will need to be restarted. All parties need to complete and sign this form within the time period.
