Enrolment Application by Property Occupier

City of Melbourne Act 2001, Section 9B(1)

This form is for property occupiers who want to enrol for Melbourne City Council elections. To be eligible you must:

  • be 18 years old, or will turn 18 on or before the date of the next Melbourne City Council elections

  • occupy (solely or jointly) a rateable property in the City of Melbourne 

  • be a resident of the municipal district for at least one month before the close of the roll for the next Melbourne City Council elections. 

 You must not be enrolled as a resident of the municipality on the State electoral roll. 

 You do not need to be an Australian citizen.

Voting in Melbourne City Council elections is compulsory for every enrolled voter.


Please note: 

  1. For this application to be effective we must receive it before the roll closes for the next Melbourne City Council elections. 

  2. The person applying to enroll as a property occupier must sign this form. 

  3. Only two joint occupiers are entitled to be enrolled in respect of any rateable property. 

  4. A rateable property is a property on which the City of Melbourne charges municipal rates. 

  5. To be a property occupier you must have an ongoing and exclusive right of use of an area. 

  6. If one or more of the occupiers of the property is a corporation, this form is not applicable. Please refer to Form B – Enrolment of Joint Owners’ or Joint Occupiers’ Representatives. 

  7. This enrolment is only valid for one council term. If you still occupy the property at the next council elections you may re-apply for enrolment before the elections.


Privacy statement : Information provided on this form is collected for the purposes of compiling the voters’ roll and conducting council elections. The voters’ roll will only show the address of the property owned/occupied along with the appointed voters’ names and postal addresses. It will not show any other details about the owners, occupiers or corporation appointed voters. Voters’ rolls will not include dates of birth. If provided, email and mobile contact information may be utilised regarding processing this application and for the purpose of delivering notifications and voting reminders for elections. Voters’ rolls are only available for purposes connected with council elections, to enable the council to communicate with voters in regard to council functions or for a public interest purpose approved by the Victorian Information Commissioner. Sections 11F and 11G of the City of Melbourne Act 2001 require that the certified voters’ roll be available for public inspection until one month after elections day. Candidates may use copies of the voters’ roll for elections purposes only.

I apply to be enrolled on the voters’ roll for the Melbourne City Council elections and declare that: 

  • I am an occupier of the rateable property specified in Section 1 

  • I would not be an elector in respect of an address in the municipal district if a roll of electors for the Legislative Assembly were compiled (being eligible to be enrolled on the State electoral roll); and

  • I am a resident of the municipal district.
